Work outside that exemption may need a permit; ask Peoria Development Services before you start. (source: City of Peoria)
Statewide rules that apply here
An R-42 Roofing license lets a contractor install and repair roof tile, shingles, shakes, slate, metal roofing systems, urethane foam, and roof insulation or coatings on or above the roof deck, plus weatherproofing and roof accessories such as flashing and valleys. The ROC says that, generally, if labor and materials exceed $1,000 or the job needs a permit (no matter the price), a contractor license is required. The handyman exemption in A.R.S. 32-1121 covers only work of a casual or minor nature, priced under $1,000 in total, that needs no local building permit and is not part of a larger job split into smaller contracts. After a catastrophic storm in an area an insurer designates, a roof repair or replacement contract with a homeowner who lives there must say in bold type that you may cancel within 72 hours after your insurer denies the claim, and that you may cancel for any reason within four business days after signing (A.R.S. 32-1158.02).
